Although the game includes a Desert War scenario, its main purpose is to complement the Struggle for Europe theme by including campaign and naval rules that allow owners of Mediterranean, War Without Mercy, and Brute Force to play a number of the major campaign scenarios (included in The Mediterranean).

Scenarios included in this product include "Fall Blau" (1942 scenario); the "1939-1941 Campaign" scenario; the "1943-1944 Campaign" scenario; the "1939-1945 Campaign" scenario; and the "Desert War" scenario.

An 11" x 30" map sheet and an 11" x 22" map sheet fit together lengthwise to cover the border between Tunisia and Libya to the west and Tehran to the east. Cards are compatible with the previous set. Two sheets of sturdy die-cut counters (560 total, in multiple colors) provide pieces for many minor powers, the major navies, additional ground and air combatants for the major powers, and markers for use in campaign scenarios.

The new scenario book incorporates the errata from the series. Also included in the library box are the new standard rules for the 3rd edition of the Struggle for Europe series.
