In October 1944, the 14th Soviet Army led by General Meretskov launched Operation Petsamo and Kirkenes, dubbed the “Tenth Shock” by Stalin. Its aim was to drive the Germans out of northern Finland, a region of strategic importance both for its maritime bases and for the nickel mines of Kolosjoki (now Nikel). Following Finland's surrender in September 1944, preparations were already underway for General Jodl's XIX Gebirgs-Korps to withdraw to northern Norway, but its fate was in doubt when Meretskov launched his attack.
The highly competent General Rendulic, who was both head of the 20th Mountain Army and general commander of the theater of operations, was well aware of the threat posed by the forthcoming offensive, including the possibility of irreplaceable forces being cut off from the world. To complicate matters, Hitler gave strict orders to evacuate supplies from Petersamo before the port was abandoned. The Germans were faced with a race between the risk of being cut off by the advancing Soviets, evacuating supplies from the port and maintaining a coherent front line to prevent a controlled retreat from turning into a rout.
