Presumably, this wild government would rely on the support of its fellow animals and be fueled by the fame, attention and prestige of wide-eyed visitors. Naturally, the most ambitious beasts would lobby for a place in the star exhibit, and the main star would be elected zoo mascot.
To reach the star exhibit, each species must work its way up the enclosure hierarchy with the support of the majority of voting animals. The main star will be the species that wins the most laurels from enthusiastic fans and jealous rivals along the way.
How to win support and laurels? Through shrewd politics, skilful negotiation and ruthless planning. There can only be one zoo mascot, after all.
